Based on the coordination agreement for the creation, operation, financial support and supported by the corresponding decree,  published in the Official Gazette on June 14, 2013, the Polytechnic University of the Sea and the Sierra (UPMyS) is created, as a decentralized public body of the State Government, with its own legal personality and assets, sectorized  to the Secretary  of Education  Public and Culture, with address  in the city of La Cruz, in the Municipality of Elota, State of Sinaloa.

The UPMyS is an institution that is part of the Subsystem of Technological and Polytechnic Universities of Mexico, which, following the model by competencies, concepts, precepts and policies that gave rise to them, seeks to respond to the social needs of training professionals in an integral way, equipping them with the necessary skills to work successfully in any work environment. In particular, it is aimed at students acquiring general skills to learn and update; to identify, pose and solve problems; to formulate and manage projects. All this in order to, as the UPMyS motto expresses it, “study to live with quality”.

The University is located in the Central-South region of Sinaloa, an area of high-yield grain agriculture (corn), vegetables for export, and fishing for the national and foreign markets; with a very significant impact for the State, since, as a whole, the municipalities of Elota, San Ignacio and Cosalá have more than 80,000 inhabitants.

The educational model of the Polytechnic University of the Sea and the Sierra, takes up the educational model of the Polytechnic Universities, designed and elaborated by the Secretary of Public Education, through the Coordination of Polytechnic Universities. Its characteristics differ from traditional education and are manifested mainly as a response to social needs to train professionals in an integral way, providing them with the necessary skills to integrate into any work environment. In particular, it is intended that students acquire general skills to learn and update; to identify, pose and solve problems; to formulate and manage projects; and to communicate effectively in Spanish and English. The educational offer of these universities aims to promote learning through real situations, which are reflected in the contents of the programs and in their pedagogical development.
